Pullman Wins 2023 Excellence Award for Best City Project

The City of Pullman has received the 2023 Excellence Award for Best City Project from the Washington State Department of Transportation (WSDOT) and the Federal Highway Administration (FHWA) for the Arterial Streets Resurfacing 2020 project on Pioneer Hill, which was completed in 2021.

“The City of Pullman is very proud to receive this award, which recognizes the innovation, practical considerations, and community focus we strive to bring to all of our projects,” said City Engineer Cara Haley. “The resurfacing project created better, safer streets for Pullman residents, which couldn’t have happened without a collaborative effort on the city, state, and federal level.”

During the Arterial Streets Resurfacing project, prime contractor Motley-Motley, Inc. successfully resurfaced 1.3 miles of heavily deteriorated streets on Pioneer Hill using a cost-effective grind-and-mix approach to incorporate the deteriorating asphalt into the new roadway base. This process allowed for an efficient construction timeline and minimized necessary materials removal, procurement, and use.

The $1.8M project was completed within budget. Safety enhancements were built along the resurfaced route, which winds through hilly residential areas, includes school zones, and is traversed by Pullman Transit. These safety considerations include:

  • Installing 46 new ADA-compliant curb ramps
  • Upgrading 19 existing curb ramps to ADA standards
  • Building three traffic calming areas to help slow traffic and promote safer navigation and pedestrian visibility

The Awards of Excellence program is a collaborative effort between WSDOT Local Programs and the Federal Highway Administration to recognize Local Agency projects that have achieved excellence in innovative practical design and construction, environmental sustainability, and community engagement. Members of both agencies attended the Pullman City Council meeting on August 27, 2024, to present the award.
